The Boundary Commission for England is an independent and impartial non-departmental public body responsible for reviewing Parliamentary constituency boundaries in England.
In 2021 they began a review of all the Parliamentary constituencies in England on the basis of rules set by the Parliamentary Constituencies Act 1986 (as amended). The rules require every constituency – apart from two on the Isle of Wight – to have an electorate that is no smaller than 69,724, and no larger than 77,062. There are also a few protected constituencies, including the Ynys Mon (Anglesey) constituency in North Wales.
The Boundary Commission submitted their final recommendations for new constituencies to the Speaker of the House of Commons on 27th June 2023.
The Boundary Commissions’ role is now complete. Their final recommendations will be implemented automatically within four months (i.e. by October 2023). This is done by the Government submitting a single draft Order in Council to the Privy Council for approval by the King. Neither Parliament nor the Government can alter the Commissions’ recommendations and there are no votes in Parliament.
The Changes:
In Sefton Central, the largest change will be the move of Ainsdale Ward (Ainsdale & Woodvale communities) from Southport constituency into the Sefton Central constituency. Molyneux Ward will be split between two separate Parliamentary constituencies, with the historical Aintree Parish (polling districts C4, C5 and C6) that includes the famous Grand National course moving outside the Sefton Central constituency and into the Liverpool Walton Constituency. Please note Aintree Parish will remain within the Sefton Borough Council boundary, this is purely for Parliamentary elections.
Polling districts C1, C2 and C3, the communities of Waddicar, Melling, Melling Mount and South Maghull will remain within the Sefton Central constituency.
